The repression continues daily. In times like these we look to the United Nations to insure basic principles of human rights, peace and stability in all its member states. Clearly, these principles are not being met in Burma. The State Peace and Development Council has, for decades, ignored the Burmese peoples overwhelming demands for democratic rights and political reform. Numerous human rights groups support an international arms embargo on Burma. The European Union and many other countries have already imposed their own arms embargo against Burma, and we believe that with your leadership, the U.N. could elicit strong support now for a comprehensive international arms ban. No responsible nation should provide weapons to the Burmese regime. Torture, forced labor, rape, and arbitrary imprisonment are widespread. Despite the worlds efforts and concern, these brutal tactics continue day after day, year after year. Thousands of brave Burmese monks and everyday citizens tell us that this is the time for peaceful change. There is an opening now, and we have the responsibility to support the opportunity created by the people of Burma and sealed with their blood. We urge you to use your good offices to press the Security Council to impose an effective arms embargo against Burma. We appreciate all the steps you have already taken on this issue.
